R2 = how an alternative policy works (pros) aka another policy is better

E2 = limitations of alternative policy

Summative Conclusion

For questions in a different format (where students are not required to invoke an alternative policy): “Discuss the appropriateness of Policy A in tackling a certain problem”, the structure should look like this:

R1 = how Policy A works (pros) in tackling Root Cause 1 of problem

E1 = limitations of Policy A

R2 = how Policy A works (pros) in tackling Root Cause 2 of problem

E2 = limitations of Policy A

Summative Conclusion
